Memo from Judge Pollack, FADCP President

September 15, 2009

The FADCP and the OSCA are developing a distance learning session to be held on Wednesday, October 21st. The Eighteenth Judicial Circuit has graciously agreed to host the event. The session will feature Dr. Douglas B. Marlowe, chief of science, law and policy, with the National Association of Drug Court Professionals.

Dr. Marlowe is a national expert on crime and drug abuse and has researched the role of coercion in drug abuse treatment, the effects of drug courts and other diversion programs for drug-abusing offenders, and behavioral treatments for drug abusers and criminal offenders. He will conduct two presentations, the first of which will focus on “Targeting Dispositions for Drug Offenders by Risks and Needs” scheduled from 9:00 am to 12:00 pm ET. The afternoon session is scheduled from 1:30 pm to 4:30 pm ET focusing on “Best Practices in Drug Courts”. Participants will have the option of viewing one or both presentations. At the conclusion of Dr. Marlowe’s morning presentation, there will be a 15 minute ‘Florida Drug Court Update” presented by me from 11:45 am-12:00 pm. This update will provide information regarding initiatives for the coming year. The distance learning session will be presented through the court’s videoconferencing network and will be interactive, which will enable participants to pose questions via e-mail.

Due to the success of the distance learning session last year which featured drug court expert Andrew Osborne, we feel that this session is another great opportunity for Florida’s drug court staff to receive critical training during budgetary constraints. We ask for your support of this distance learning initiative by allowing your drug court programs to participate. We also ask that your drug court coordinators assist with coordination of your team’s participation and court technology staff provide the necessary technical expertise to handle the event.

Additional details about the distance learning session will be provided to the drug court coordinators to distribute to the drug court team(s). There is no cost to participate in this training event, and judges and other drug court team members will have the ability to earn much needed CJEs, CLEs, and CEUs.

If you have any questions regarding this initiative, please contact Eve Janocko with FADCP at 904-382-9285 or EveJanocko@aol.com or Aaron Gerson in the OSCA at 850-488-4920 or e-mail at gersona@flcourts.org.

Spring 2007

Florida Drug Courts "Live Long and Prosper"

by M. May

On April 26-27, 2007, the Florida Association of Drug Court Professionals, Florida Office of the State Courts Administrator (OSCA), and the Thirteenth Judicial Circuit coordinated Florida’s (7th) state-wide training conference at the Rosen Centre Hotel in Orlando. Our theme: Drug Courts – The Next Generation -- emphasized the future of Florida’s drug court system. In doing so, Florida joins the efforts of the National Association of Drug Court Professionals in taking drug courts to scale. Preceding the conference, a specialized training session was held for Florida’s drug court coordinators.

The conference focused on meaningful educational programs that directly enhance and support the duties and responsibilities of Florida’s drug court teams. National experts like Dr. Timothy Condon, Carolyn Hardin, Dr. Doug Marlowe, Paul Cary, Gloria Cronin, and Dr. Susan Yeres were on hand to cover topics of neuroscience of brain addiction, funding, the 10 key components, sanctions and incentives, drug testing, dependency drug court principles, and juvenile drug court best practices. Our Florida experts presented critical topics identified by drug court teams such as co-occurring disorders, evidence-based treatment practices, and emerging trends in drug abuse. Over 350 drug court professionals attended, our largest conference ever. Florida is targeting October 2008 for the next statewide training forum.
